The Plan and UDO give special emphasis on development of the downtown historic district and the West Southern Pines neighborhood.

  • The ‘big Z’ signs you see help alert the public that something may be changing about the assigned site that does not fall within the existing allowed uses. If you see a sign like this, you can get some very important information from it: What property is affected, what zoning change is happening, and when the public hearing is taking place. The public hearing gives you and your neighbors a voice in the decision-making process, whether for or against. If, after reading the sign, you are still unsure what is happening, please feel free to call our staff.

  • The Planning Board is a volunteer board supported by Planning Department staff that advises the Southern Pines Town Council on planning matters. It conducts studies related to the Town's growth, development, and redevelopment, and makes recommendations to the Town Council based on its findings and on the experience of its members. It also interprets the standards of the zoning ordinances and hears individual cases by citizens such as appeals, requests and variance petitions (requests to deviate from typical zoning or regulation standards). The Board is made up of seven members, five of whom are residents of the Town proper and two of whom live in the Extra-territorial Jurisdiction (ETJ). You can get involved by applying to be a member of the Board and/or by attending the monthly Board meeting, where you can find out what's currently happening in the Town's development and have the chance to voice your opinions. The Board meets the second to last Thursday of every month at 6:00 pm at the Douglass Community Center, 1185 W Pennsylvania Avenue. When a seat on the Board becomes vacant, Town Council will consider all applications and notify you if you have been selected to join the Board.

  • To locate all utilities on your property, including water, sewer, electric, cable, internet, and phone, please call 811. They will come out and mark the entry points into your property and the underground lines to your home.

    There are also private streets in town. If you live in a gated community, your street is probably maintained by your homeowners association or developer.

  • The town typically sweeps every street within town limits that has curb and gutters.

  • Moore County operates a number of convenient drop off locations where you can recycle electronics. The nearest locations to Southern Pines are on Highway 5 between Aberdeen and Pinehurst and on Highway 15/501 at Hillcrest, near Carthage.

  • Sewer backups are not just a 'bad smell' in your house. Sewer backups are usually first indicated by a combination of your toilet not flushing properly and none of your drains working properly. You may also see sewage coming into your house from your toilets or drains.

If the water is leaking after the meter, shut off the water at the meter and call a plumber.     32.61  Information, Notification as to Park Regulations; Notice of Violations

    A.  All recreation ordinances, rules, and regulations pertaining to citizens and participants will be published in the local papers annually.  They shall also be given out to all participants in organized activities or programs sponsored by the town Recreation and Parks Department for one year.  From the date of adoption they will be available at the town administration buildings, police station, and Recreation and Parks Department.  All citizens or participants that are confronted with a recreation and parks ordinance violation charge shall be issued by hand or mailed all ordinance pertaining to the recreation and parks facilities.

    B. The Recreation & Parks Department staff, Fire Department and town administrators shall have the authority to aid the Police Department in informing citizens and supervising facilities in accordance with all ordinances pertaining to recreation and parks.

  • If you have a leak, we are happy to offer you a free leak adjustment. The leak adjustment will never lower your bill below your average payment, only reduce a clear increase in usage.   • The town owns and takes care of a cemetery on Morganton Road, near the U.S.-1 interchange. We sell plots to both residents and nonresidents. The current rate for residents is $750 per plot, and $1,500 per plot for nonresidents. This deposit is not usually collected by your real estate agent or property manager. The deposit varies and would need to be paid at the Utility Billing Office as part of turning on your water service.

  • An eBook is short for "electronic book." It is an electronic version of a traditional print book that can be read using a computer, tablet, or eReader.

  • You may access the library’s eBooks collections from the library’s public Internet computers or as a remote user from any other location (ex. from home or office). You can also access e-books through the North Carolina Digital Library site. You will need your library card number and your pin number to access these resources.

  • North Carolina Digital Library (NCDL) uses the OverDrive Media Console software or application to access their e-books. Also, an Adobe Digital Editions account is required before you will be able to download eBooks. If either program is not installed on your computer you will need to install it before using NCDL. You can download the software free of charge from the Adobe Digital Editions and OverDrive websites.

  • "Authorizing" the OverDrive app allows you to download DRM-protected eBooks. The OverDrive app requires you to sign in when you first open the app, which automatically authorizes it.   • A photo ID and proof of residency or property ownership within the town limits of Southern Pines are required to obtain a card at no charge. A valid driver’s license, utility bill, or tax notice with your name and current street address are acceptable. After an application form is completed, the card will be issued and may be used immediately.

  • Southern Pines residents support the library through their taxes. Nonresidents pay a fee for a library card that approximates what residents pay annually per capita through taxes. Four options exist for purchasing a membership (fees adjusted every October):

    • Full Access Card - for use of the full collection and services
      • $60 for 12 months
      • $30 dollars for 6 months
    • Limited Access Card - for use of the juvenile and young adult collection and services
      • $20 for 12 months
      • $10 for 6 months

  • You can check out library materials immediately after obtaining your card.

  • There is not a limit as to how many books, audiobooks, or magazines may be checked out to a borrower. Only 2 Book Club Kits and 3 DVDs may be checked out by a patron at one time.

  • A hold request may be placed online using your library card number and PIN. To place a hold, search for the title(s) of interest in the library catalog. When the title is displayed, select the “Place Hold” button. The request form will be displayed. After entering your library card number and PIN, select the “Submit Hold” button. To ensure that you get the next available item, make sure to keep the "I want the first available copy" option selected. You will receive a test message or email notification, depending on your notification set-up, once the item(s) arrives. The item(s) availability will also display on your online account as "Arrived" once it is ready to be picked up. Holds will be available for pick up for up to 7 days, and a patron may only place 5 item(s) on hold at a time.

  • A personal identification number (PIN) consists of four numbers that have meaning for you and are easy for you to remember. Having a PIN will enable you to access your library account online, renew items, place holds on materials, or access subscription databases from home. If you have never chosen a PIN, library staff must assist you the first time, either in person or over the telephone. Because your account information is confidential, you must provide your card number.

  • If you forget your PIN, you must call or visit the Library and choose a new four digit number.

  • The Southern Pines Public Library (SPPL) has a service that allows you to sign up for notifications for your library account. Cardholders can get these notifications via email or text. This means that cardholders will now have the option of having email or text messages sent to remind them when items are due or overdue, and to notify them when items on hold have arrived or been canceled. Library staff members may help you set up your notification preferences, or you may do it yourself by logging into your online library account.

  • There are several reasons why your email notifications may not be working. One reason may be due to your email provider. Some email accounts automatically place emails in a spam or junk folder. Check both of these folders in your email account if you are not getting your notices.

    Another reason may be due to a technical glitch with Yahoo. Patrons using Yahoo as their email provider may have troubles getting email notifications due to this glitch between our email service and Yahoo. We have not found a solution for this issue at the current time.

    A final reason may be because your email notices have been canceled. See "Why has by email notification been canceled?" below.

  • When emails are returned or bounced, the staff puts a note into the patron’s account. Once staff receive two returned email notices, notices are canceled for this account. If you are no longer receiving email notifications, please see a Library staff member for help.

  • The Southern Pines Public Library offers limited, free Notary services by appointment. Notary services are limited to three documents/five signatures per visit. Library notaries are unable to notarize the following:
    - DMV forms/vehicle titles
    - Real Estate/mortgage documents
    - Child Custody documents
    - Wills, trusts, deeds
    - Birth/Death Certificates or copies

    A Notary's duty is to verify the identity of signers of documents, their willingness to sign free of duress or intimidation, and their awareness of the contents of the document or transaction. Please complete the following form and Library Notary Staff will call you to schedule an appointment.

  • The Southern Pines Public Library Strategic Plan 2020/2025 is a plan outlining methods to improve library services for patrons. The plan was created by library staff members and approved by Town Council in August 2020. It was submitted to the State Library of North Carolina in October 2020.

  • You can attend any public meetings or work sessions of the Town Council or the five volunteer boards. Town Council work sessions and agenda meetings are not open to public comment, but regular meetings typically are.

    Meetings scheduled to discuss particularly hot topics often have more time allotted to public questions or comments.

  • The Southern Pines Police Department utilizes a community information service known as “NIXLE”. Through the use of technology, information about crime and other activities and events taking place in your community can be sent to your cell phone by text message, by email, or over the web. The secure manner in which this information is distributed ensures that the information you receive can be trusted and is geographically relevant. Your account can be customized so you receive information that matters most to you. There are four types of messages that are broadcast: 1. Alerts (many would refer to this as an emergency type alert) 2. Advisories (less urgent need to know information) 3. Community Information (day to day neighborhood community information) 4.   • To report a crime, accident or suspicious circumstance, or for any situation requiring a police officer to respond, contact the Southern Pines Police Department Communications Center. Be prepared to give as much information as possible including location/address, persons or vehicles involved, descriptions and the circumstances of the situation. If it is an emergency, call 911. If not, call the Communications Center at (910) 692-7031. A Police Telecommunicator is available 24 hours per day to answer the call and dispatch the proper officer, unit or agency to assist. Remember to give your name, address and phone number so the officer can contact you for additional information or to update you on the status. Do not hesitate to call the police department for any situation you believe is suspicious or unusual that should be investigated by the police.

  • If you received a parking ticket for a violation of a Town of Southern Pines ordinance, the owner/operator of the above vehicle must pay a civil penalty of $15.00 to the Town of Southern Pines Finance Department, P.O. Box 870, 180 SW Broad Street, Southern Pines, NC 28388. If the payment has not been received or the charge contested within seven (7) days of the issue date, the fine is $50.00. To contest this ticket, complete the Request for Review of Parking Ticket form and either bring it to the Southern Pines Police Department at 450 W. You must supply your name, contact information, ticket number, vehicle information, date and location of the ticket.   • Any bona fide towing service within the corporate limits of the Town of Southern Pines or an adjacent municipality (within fifteen (15) miles of the intersection of Pennsylvania Avenue & Broad Street, Southern Pines) may submit a written request, addressed to the Chief of Police, for consideration to be placed on the Master Tow List. A “bona fide” towing service is an agency or organization whose primary business includes the towing of vehicles for mechanical purposes or due to collision and that owns or has primary control over vehicles and equipment for this purpose (i.e. tow trucks). Once a request is received, the Chief of Police will determine if the basic requirements are met. If approved, the department Tow Agency Inspector will schedule an inspection to be conducted of the tow agency to ensure compliance with applicable North Carolina General Statutes, Town of Southern Pines Business regulations and police department policies. Tow agency proprietors selected for inclusion on the Master Tow List will be required to sign a Letter of Agreement consenting to abide by appropriate directives from the Southern Pines Police Department, the Town of Southern Pines or other authorized organizations.

  • The Town of Southern Pines Code of Ordinances regulates all businesses. Chapter 66 of the North Carolina General Statutes regulates dealers in precious metals. The statutes require dealers and employees in businesses that deal in precious metals to submit the application to the police department. Complete the Application for a License as a Precious Metal Dealer/Certificate of Compliance for Employee Registration form, attach all pertinent documents and bring it to the police department. If you have more than four (4) employees engaged in precious metals processing, please also complete the Precious Metal Dealer/Employee Registration continuation form. Additionally, there are several forms required by the North Carolina Department of Crime Control & Public Safety that must be submitted with your application. You must also submit the State Bureau of Investigation Authority for Release  of Information form. We will process your application and notify you of the outcome. Please refer to Chapter 66 of the North Carolina General Statutes for additional information.

  • The Moore County Health Department, through Moore County Animal Control, is responsible for animal control in Moore County, including Southern Pines. Moore County Animal Control is primarily responsible for enforcing all laws of the state and all ordinances of the county pertaining to animals and cooperating with local law enforcement in fulfilling this duty; enforcing all laws pertaining to rabies control; investigation of all animal bites and quarantine of any domestic animal suspected of having rabies; canvasses for the propose of ascertaining compliance with rabies statutes; investigation of cruelty cases; investigation of nuisance situations; investigation of vicious or dangerous dogs; impoundment of stray domestic animals. Animal Control is not responsible for, or licensed to deal with any situation concerning wildlife, unless a rabies issue is suspected. Animal Control operates during normal business hours of 8:00 AM until 5:00 PM, Monday through Friday. Animal Control will place traps to capture stray animals in a humane way but needs the permission of the property owner to place the traps. Remember that Town of Southern Pines Code of Ordinances prohibits allowing an animal to run at large. “Running at Large” means “Off the premises of the owner, and not under the control of the owner or a member of his or her immediate family or other authorized person either by leash, cord, chain, or other tangible device.” (SOURCE: Town of Southern Pines Code of Ordinances Chapter 91).
