Bicycle Unit

The Bicycle Unit provides an additional method of patrol to provide greater visibility in the downtown and other areas of Southern Pines and increases effectiveness in the detection and prevention of crime and the apprehension of criminals. Members may also be assigned to provide additional security at special events such as visiting dignitaries, major community events, rallies and demonstrations.

The Crisis Intervention Team consists of a partnership which includes law enforcement, mental health and health care providers, educational organizations and advocacy groups for the purpose of training, communication and enhanced service delivery in dealing with mental health consumers.

In Moore County, partners include various law enforcement agencies, First Health of the Carolinas, Sandhills Center for Mental Health, Developmental Disability and Substance Abuse Services, Moore County chapter of the National Alliance on Mental Illness and Sandhills Community College. The Southern Pines Police Department is committed to assisting persons in crisis and trains officers in methods to connect persons in mental health crisis to appropriate mental health services.

Crisis Negotiation Team

The Crisis Negotiation Team is a specialized unit with members that are trained in methods of non-violent defusing of potentially dangerous hostage, suicide, barricade or other crisis situations. Their objective is to, through the use of specific training-based non-violent methods of intervention, successfully resolve a hostage or other crisis situation.

History
K-9 Kyran was initially trained in Holland at the Fourwinds Police Dog Center for about six months before he was purchased by the Southern Pines Police Department. After being flown into the United States, Kyran and his handler trained with the K-9 Unit of the Fayetteville, North Carolina Police Department. Kyran and his handler have been trained in all areas of narcotics to include Cocaine, Marijuana, Methamphetamines, MDMA (ecstasy) and Heroin and are certified in these areas of narcotics with the North American Police Work Dog Association (NAPWDA). Kyran is also trained and certified in tracking/trailing, agility, article searches, and obedience. K-9 Kyran retired in August of 2012 just after discovering he had bone cancer in his leg. Kyran was adopted by Sgt. Williams and is now enjoying retirement. K-9 Kyran had a very successful career at the Police Department and will be missed.

History
K-9 Kelly was trained at Shallow Creek Kennels in Sharpsville, PA for three weeks before she was purchased by the Southern Pines Police Department. After being purchased at Shallow Creek Kennels, Kelly and her handler completed in-house training with other K-9 handlers from the Southern Pines Police Department. Kelly and her handler have been trained in all areas of narcotics to include Cocaine, Marijuana, Methamphetamines, MDMA (ecstasy), and Heroin, and are certifed in these areas of narcotics with the North American Police Work Dog Association (NAPWDA). Kelly is also trained and certified in tracking/trailing, agility, article searches, apprehension/handler protection, obedience, building, and area searches. K-9 Kelly is the newest member of the K-9 Unit, and she has bonded very well with her handler.

History
K-9 Rico was initially in Holland at the Four Winds Police Dog Center for approximately six months prior to flying to the United States and joining the Southern Pines Police Department. Officer Britt was assigned to the K-9 Unit on February 8, 2012 and since teaming up with K-9 Rico, they have completed the Basic K-9 Handler course at the Southern Pines Police Department. Officer Britt and K-9 Rico certified with NAPWDA in August of 2012. Officer Britt and K-9 Rico have been trained and certified in all areas of narcotics detection, tracking, article searches, K-9 apprehension and obedience. K-9 Rico and Officer Britt have bonded very well and make a great team.

History
Officer Carter was assigned to the K-9 Unit in October of 2011. K-9 Duco was adopted by the Southern Pines Police Department from the United States Special Forces. K-9 Duco is trained to detect nitrates/explosives. K-9 Duco is unique in that he also is a patrol canine meaning he is certified in tracking, article searches, obedience and apprehension in addition to his detection capabilities. K-9 Duco came to us from the military but was initially trained at Vohne Liche Kennels after flying over from Holland. K-9 Duco had tours in the Middle East with the military and now enjoys being with Officer Carter and patrolling the Town of Southern Pines.

History
Officer Caulder was assigned to the K-9 Unit on January 4, 2012. K-9 Olaf was born in Holland before coming to the United States and being initially trained at K2 K9 Center in Jackson Springs, NC. Officer Caulder and K-9 Olaf attended K2's basic handler five week course before certifying nationally with NAPWDA. Together, K-9 Olaf and Officer Caulder have been trained and certified in all areas of narcotics detection. In addition to the detection certifications, they hold certifications in tracking, article searches, obedience and apprehension. K-9 Olaf and Officer Caulder have displayed their value to the Town and the department since graduating from K2 and coming to patrol.

History 
K-9 Nero was initially trained in Holland through Koninklijke Nederlandse Politiehond Vereniging more commonly known as KNPV or Royal Dutch Police Dog Association. Through KNPV Nero received the Certification or Title “Met Lof” meaning “With Honors”. Nero was acquired by the Southern Pines Police Department in June of 2009. Nero and his handler, Officer SK Kelly, trained and certified in Durham, NC. Nero is certified to detect the odors of Marijuana, Cocaine, MDMA (Ecstacy), Heroin, Methamphetamines, and other Narcotics. Nero is also trained for Tracking, Obedience, Article Searches, Criminal Apprehension, and Handler Protection. Upon retirement in 2011, Nero was adopted by his handler.

K-9 Senna was also trained in Holland at the Fourwinds Police Dog Center and joined the Southern Pines Police Department in July, 1998. Senna has been trained for detection of four types of narcotics, trail and scent discrimination, article searches and cadaver searches. K-9 Senna became a proficient law enforcement team with the handlers and she was a valuable resource to the police department. Upon “retirement” Senna was adopted by her handler.

Special Response Team

The Special Response Team is a specialized unit with members that are trained and equipped to respond to tactical, high-risk situations. Their objective is to, through the use of specific training-based tactical operations and techniques, successfully resolve tactical, high-risk situations. The Team also may be assigned to provide security at special events such as visiting dignitaries, major community events, rallies and demonstrations.

Traffic Team
Traffic and Speed Limit Equipment
The Traffic Team is responsible for oversight and statistical analysis of agency traffic initiatives, for managing grants and for coordinating traffic details both within and outside the agency. In an effort to make the roadways of our community safer and to educate the motoring public about all aspects of traffic safety, all officers participate in traffic enforcement activities regardless of assignment. In addition to general traffic enforcement, the department participates in official state-wide enforcement campaigns sponsored by the North Carolina Governor’s Highway Safety Program.
