The Planning Department provides overall coordination of The Town's physical and community development activities. Functions include processing zoning cases, subdivision review, staff support to Planning Board and Board of Adjustment, preparation of special studies, liaison with developers, and contact with state and federal funding agencies. The Planning Division is the lead division regarding the preparation of land use and other plans. All zoning and subdivision cases are processed and presented to the Planning Board and Town Council by the Planning staff. They also process all Board and Adjustment cases, assist with annexations, review landscape plans, and ensure public compliance with the Unified Development Ordinance.
This Department serves as the information center for development activities.

Process for Application to the Board of Zoning Adjustment
- Applications for Special Use Permit, Variance, Appeals of Administrative Decision and Map Interpretations are reviewed by the Board of Zoning Adjustment.
- Applications may be picked up at the Planning/Inspections Department located at 180 S.W. Broad St. Complete application and fee must be submitted 25 days prior to the scheduled Board meeting. Upon receiving the application, the staff forwards the application to the members of the Board and sets the meeting date and time. (This is located on the Town’s website) The applicant needs to attend the meeting to present their case to the Board. (The applicant is notified by mail of the meeting date, time and location) After the Board receives all testimony or public comment at the meeting, the Board has the option to make a decision at the same meeting or a future meeting.

Inspections Department
The Inspections Department promotes safety, health, and welfare in all building activities and ensures that all communities within the Southern Pines area are maintained in accordance with state laws and local ordinances. The Inspection Division is responsible for the enforcement of the North Carolina Building Code, North Carolina General Statutes, and Southern Pines Ordinances. This Division enforces the minimum housing standards and issues all building, electrical, plumbing, mechanical, and sign permits.
