Town is Finalist for National Award

SOUTHERN PINES PROPOSAL TO IMPROVE THIRD-GRADE READING SELECTED AS FINALIST FOR NATIONAL AWARD

Innovative plan to ensure that low-income students are reading on grade level by the end of third grade chosen from more than 100 applicants

TOWN OF SOUTHERN PINES, NC – An ambitious plan to ensure that more Southern Pines children are reading at grade level by the end of third grade has been chosen as a finalist for the All-America City Award, sponsored each year by the National Civic League.

The plan was submitted by a community coalition that included Boys and Girls Club of the Sandhills; Citizen’s Pet Responsibility Committee; Communities in Schools; Friends of Southern Pines Public Library; Moore County Chamber of Commerce; Moore County Literacy Council; Moore County NAACP; Partners for Children and Families; Rotary Club of the Sandhills; Sandhills Children’s Center; Southern Pines Primary and Elementary Schools; Southern Pines Rotary Club; The Country Bookshop; Town of Southern Pines Fire, Police, Recreation, and Library Departments; United Way of Moore County; and West Southern Pines Citizens for Change.

Southern Pines is one of 32 finalists selected through a peer review process from a field of more than 100 entries across the country. Winners will be announced July 2 in Denver, Colorado.

Beyond the award contest, the plan developed by Southern Pines makes the town a charter member in a national movement of local leaders, nonprofits and foundations putting a stake in the ground on third-grade reading. This milestone marks the point at which children shift from “learning to read” to “reading to learn.” Students who haven't mastered reading by that point are more likely to get stuck in a cycle of academic failure, drop out of school, and struggle throughout their lives.

“The Southern Pines community cares about all of its children and realizes that reading proficiently by the end of third grade is a crucial marker in a child’s educational development,” says Mike Haney, Retired Mayor of Southern Pines. “We also recognize that early education is a key investment in our community’s future, and that children who have a firm foundation are more likely to graduate and find jobs which contribute to the local economy.”

The 124 cities and counties involved in the Campaign for Grade-Level Reading Community Network are adopting a collective impact strategy, engaging the full community around the goal of supporting low-income children from birth through third grade. The plans involve schools but acknowledge that they alone cannot address the myriad problems that keep children from learning to read. The strategies include ensuring that children (1) arrive at kindergarten ready to succeed, (2) attend school regularly, and (3) keep learning through the summer months.

The community partners in the Southern Pines Campaign for Grade-Level Reading have created a comprehensive plan to ensure that 95 percent of children are reading at grade level by 2020. The strategies include:

increasing the number of Southern Pines children enrolled in high quality child care and early childhood education

creating learning opportunities for low-income preschool children not enrolled in formal care

facilitating communication between early care providers and kindergarten teachers

ensuring that parents of at-risk Southern Pines children are informed about the year-round school schedule

expanding the number of at-risk children who participate in quality inter-session and summer learning programs

Partners for Children and Families of Moore County will continue their work in raising the level of quality of childcare and supporting families by coordinating with Sandhills Community College and area social service agencies. The Southern Pines Public Library and other community groups will expand literacy programs to serve children who are not in child care settings, with a particular focus on at-risk families, including family literacy training. Existing school attendance strategies are showing success with incentive programs, tracking and follow up to ensure that all children are attending school regularly. Community partners are working together to create a summer-learning-loss presentation that will promote available and expanding summer programs, including those provided by the Boys and Girls Club and the Southern Pines Public Library. Efforts are also underway to identify more providers and partners.

As a charter member of the Campaign for Grade-Level Reading Community Network, the Town of Southern Pines will have access to a Promising Practices Clearinghouse, an online help desk, peer-learning opportunities, meetings with national experts and policymakers, and a foundation registry designed to expand and replicate successful programs.

Town Manager Reagan Parsons notes that broad citizen involvement in developing the Town’s 2010 Comprehensive Long-Range Plan and the Library’s 2011 Strategic Plan provided the foundation for the Town to participate in the Campaign. “The desire for a more creative and dynamic relationship between local schools and citizens was a key vision expressed in the Long-Range Plan. As we work together to ensure that Southern Pines Grows Great Readers, we are seeing that vision become reality.”

###

###

The Campaign for Grade-Level Reading is a collaborative effort by dozens of funders and nonprofit partners across the nation to ensure that low-income children succeed in school and graduate prepared for college, a career and active citizenship. The Campaign focuses on the most important predictor of school success and high school graduation—grade-level reading by the end of third grade.

2011 Landmark Holiday Ornament Now Available

The Friends of Southern Pines Public Library are once again offering a collectible ornament, the tenth in the series recognizing local architectural landmarks. The 2011 edition depicts Southern Pines Elementary School. Dedicated in 1947, the plans, hopes and dreams for this iconic structure had begun decades earlier. The Depression and the war caused delays, but the $175,000 building was the first of four structures to be completed on the campus located at the intersection of May Street and Massachusetts Avenue. It continues to serve children in the elementary grades to this day.

The ornament is now available at Southern Pines Public Library and will be available for purchase at $25 each. Only 250 copies of the 2011 ornament are being produced.

There is also a limited supply of previous year issues available at a reduced cost of $10 each: 2003 Book Shop Row on Broad Street, 2004 Weymouth Center, 2005 Shaw House, 2006 the Library itself, 2007 Civic Club, 2008 Sunrise Theater, 2009 Dempsey Student Center, and 2010 Pine Knoll. The 2002 Historic Train Station was sold out. An undated reissue is available at $20, while supplies last.

All proceeds from the ornament project are used to fund the many programs of the Friends.

Announcing Mango Online Language Learning System

Mango Languages at Southern Pines Public Library

Southern Pines Public Library is proud to announce the addition of the Mango Languages online language-learning system to its resources. A library card, a self-selected pin number, and an email account are all that are needed for free access to a world of languages. To get started, simply go to the library’s website (www.sppl.net), select the “Online Reference Resources” link in the center of the page, sign on using your library card and pin numbers, then click on the Mango icon.

Mango Languages currently offers 12 language courses — Spanish, Brazilian Portuguese, Japanese, French, German, Italian, Greek, Russian, Mandarin Chinese, ESL for Polish speakers, ESL for Spanish speakers, and ESL for Brazilian Portuguese speakers — with many more on the way. There is also a helpful translation tool for written text.

Mango’s online language learning system focuses on teaching actual conversation skills for a wide variety of languages. Each lesson combines real-life situations and audio from native speakers with an easy-to-follow interface and simple, clear instructions. Because it's completely web based, library cardholders can learn anywhere they have an internet connection — at the library, the office, a coffee shop, or even at home in bed. It’s so effective and easy that users will be speaking a new language after just one lesson!

Mango Languages recently took second place in the Education category of the “Web 2.0 Awards” by SEOmoz and has been recommended by Education World for foreign language learning.
